International Network for Aid, Relief and Assistance (INARA) is a U.S.-registered 501(c)(3) humanitarian organization founded in 2015 by Arwa Damon. Established in response to critical gaps in the humanitarian system, INARA works to support children affected by conflict, displacement, and natural and human-induced disasters who are often unable to access sustained medical and psychosocial care.
INARA delivers integrated, child-centered programming that combines life-saving interventions with long-term recovery support. The organization focuses on children facing complex and overlapping vulnerabilities, including injury, trauma, disability, and exclusion from essential services. Through a multidisciplinary approach, INARA provides access to medical treatment, mental health and psychosocial support (MHPSS), and coordinated case management, ensuring continuity of care beyond the immediate emergency phase.
INARA delivers integrated, child-centered programming across multiple sectors to support children affected by crisis. Its interventions include comprehensive medical and rehabilitative care, providing specialized treatment and long-term follow-up; mental health and psychosocial support (MHPSS), offering trauma-informed and community-based services; and livelihood and economic empowerment initiatives that strengthen household stability. INARA also supports education in emergencies by creating safe and inclusive learning environments, implements water, sanitation, and hygiene (WASH) interventions to improve health conditions, and maintains a rapid emergency response capacity to deliver immediate medical, psychosocial, food, and non-food assistance during acute crises.

JOB SUMMARY:
INARA is launching its medical and mental health program in Gaza to provide critical support to children affected by conflict. We seek a dedicated and passionate Local Palestinian Program Coordinator to lead this initiative. As the Gaza Program Coordinator, you will play a pivotal role in establishing partnerships with MHPSS (Mental Health and Psychosocial Support) organizations and groups in Gaza, ensuring the effective delivery of MHPSS services to children affected by war.
KEY RESPONSIBILITIES

1. Partnership Building: - Conduct a thorough mapping of existing MHPSS organizations and community groups in Gaza to identify potential partners. - Foster collaborative relationships by engaging in regular meetings, joint planning sessions, and knowledge-sharing forums. - Develop and manage a partner database to track engagement, partnership agreements, and shared resources. - Work closely with partners to align program objectives, facilitate joint projects, and ensure efficient resource utilization. - Provide technical support and capacity-building training to partner organizations to enhance service delivery. 2. Management of Partner Organizations: - Establish and maintain clear and comprehensive Memorandums of Understanding (MOUs) with partner organizations, outlining roles, responsibilities, and performance expectations. - Monitor partner performance through regular assessments and evaluations, providing constructive feedback and support for improvement. - Collaborate with partners to address challenges, troubleshoot issues, and ensure adherence to program standards and guidelines. - Implement a robust accountability framework to assess partner compliance and impact, with a focus on continuous improvement. - Facilitate knowledge sharing and capacity-building initiatives among partner organizations to strengthen their service delivery. 3. Data Collection and Resource Mobilization: - Design a data collection system to gather comprehensive information on the psychosocial and medical needs of children in Gaza, with a focus on vulnerable populations. - Analyze data to identify trends, gaps, and emerging needs, leveraging this information for evidence-based resource mobilization. - Develop proposals and funding requests for donors, aligning requests with identified needs and outcomes. - Cultivate relationships with local and international donors, seeking financial and in-kind support for program activities. - Collaborate with partner organizations to pool resources and maximize the impact of collective efforts. 4. Establish an INARA Representative Office: - Lead the legal registration and establishment of an INARA representative office in Gaza, ensuring full compliance with local regulations. - Oversee the recruitment and management of local staff, creating a cohesive team to drive program objectives. - Develop and implement security protocols to protect staff, beneficiaries, and program assets. - Establish administrative systems and logistical procedures for the efficient operation of the Gaza office. - Foster strong relationships with local authorities, government agencies, and relevant stakeholders to support program activities. 5. Identification and Treatment of Children: - Develop a robust system for the identification and assessment of children requiring medical support and psychosocial care, employing standardized tools. - Collaborate closely with partner organizations, medical professionals, and specialized treatment centers to ensure children receive comprehensive care. - Manage the logistics and documentation for the safe transfer of eligible children to third countries, maintaining strong relationships with embassies, hospitals, and airlines. - Ensure a child-centric approach by involving children and their families in the decision-making process, addressing their unique needs and preferences. - Maintain a case management system to track the progress of individual children, with a focus on outcomes and follow-up support. 6. Program Implementation and Management: - Develop and execute a detailed program implementation plan that aligns with INARA's guidelines, international best practices, and beneficiary feedback. - Manage the program budget, monitoring expenditures and ensuring transparent financial reporting and accountability. - Implement a comprehensive monitoring and evaluation framework, including regular beneficiary feedback, to assess program impact and guide improvements. - Foster a culture of continuous learning and adaptation within the program, sharing best practices and innovations with partner organizations. - Develop and implement a comprehensive risk management plan, identifying and mitigating potential program risks. 7. Reporting: - Prepare transparent reports, encompassing programs, financial spending, outcomes, and challenges. - Maintain open and consistent communication with INARA's management, providing regular updates on program status, achievements, and any issues requiring attention. - Cultivate strong relationships with donors, ensuring timely submission of required documentation, participating in donor meetings, and fostering a sense of partnership.
REQUIREMENTS & QUALIFICATIONS
Qualification
- Bachelor's degree in a relevant field (e.g., International Development, Public Health, Social Work) is required; a master's degree is a plus.
- Proven experience in program coordination and management, particularly in humanitarian or child-focused organizations.
- Strong understanding of mental health and psychosocial support services, with experience in implementing similar programs.
- Excellent communication, negotiation, and diplomatic skills for building and maintaining partnerships.
- Extensive knowledge of the humanitarian and healthcare landscape in Gaza, including an established network of local contacts and organizations.
- Demonstrated ability to excel in a challenging and dynamic environment, showing resilience and adaptability.
