Job Purpose
We are seeking an experienced Program Manager to join Qatar Charity's international operations. The successful candidate may be assigned to one of Qatar Charity's field offices worldwide and will be responsible for leading the planning, implementation, monitoring, and evaluation of humanitarian and development programs and projects.
The Program Manager plays a key role in translating Qatar Charity's strategic objectives into impactful programs and projects that address humanitarian needs, support sustainable development, and deliver measurable results while ensuring compliance with organizational standards, donor requirements, and approved budgets.
Key Responsibilities
- Lead humanitarian and development needs assessments using appropriate research, analysis, and assessment methodologies.
- Develop high-quality program and project proposals in accordance with donor requirements and Qatar Charity standards.
- Design and maintain detailed implementation plans, work schedules, and monitoring frameworks.
- Ensure projects are delivered on time, within scope, and within approved budgets.
- Monitor program performance and implement corrective actions where necessary.
- Establish and apply appropriate tools and methodologies to measure project outcomes and impact.
- Ensure compliance with legal, administrative, technical, and donor requirements throughout project implementation.
- Manage project scope, schedules, budgets, risks, and resources effectively.
- Coordinate with implementing partners, contractors, consultants, and internal stakeholders to ensure successful delivery of projects.
- Monitor partner performance and ensure compliance with contractual obligations.
- Prepare and review periodic technical reports for headquarters, donors, and relevant stakeholders.
- Facilitate communication and collaboration with government entities, donors, UN agencies, NGOs, and other partners.
- Identify implementation challenges and risks, develop mitigation plans, and escalate critical issues when required.
- Supervise technical teams and ensure activities are implemented according to established standards and objectives.
- Oversee project closure processes, including handover procedures, final evaluations, and comprehensive technical and financial reporting.
- Develop and maintain a database of donors and funding opportunities within the country of assignment.
- Build and maintain strong relationships with donors, implementing partners, and key stakeholders.
- Bachelor's degree in Business Administration, Project Management, International Development, Humanitarian Studies, or a related field.
- Master's degree is considered an advantage.
- Professional certifications such as PMP, PRINCE2, or equivalent are desirable.
- Minimum 7 years of progressive experience in humanitarian, development, NGO, or international organizations.
- Excellent English language skills; Arabic, French or any additional languages are an asset.
- Proven experience managing humanitarian and development programs and projects.
- Strong experience in project design, proposal development, donor reporting, monitoring, and evaluation.
- Experience managing grants and donor-funded projects.
- Experience working with multiple stakeholders, including government entities, donors, and implementing partners.
- Experience in emergency response and humanitarian programming is highly desirable.
- Willingness to be assigned to any Qatar Charity field office worldwide.
