الوصف

The Rapid Response Activity is anticipated to be a two-year project that seeks to improve stability in conflict affected areas, particularly the northern West Bank. It aims to alleviate grievances, to strengthen communities’ abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas that have recently emerged as flashpoints.

Position Summary:


The Procurement Specialist (PS) will be responsible for overseeing all procurement in the program. The PS will supervise the Procurement Associates (PAs). The position will ensure that procurement processes, procedures, planning, and workflow are carried out in accordance with the agreements on grant activities, implementation plans, MSI policies, and donor standards. This position will report to the Deputy Chief of Party (DCOP) and will be based in Ramallah.


Responsibilities:


Supervise PAs and track performance along with capacity building/training for supervised team members as needed, in coordination with DCOP.

Coordinate the work of the procurement team and maintain an up-to-date list of all the processes each team member is responsible for, ensuring that all activities of the program team are running efficiently and in a timely manner and keeping with implementation plan times.

Support and guide the PAs in the preparation of documents such as Memoranda of Negotiation (NM) and Justification and Approval (J&A).

Ensure that all procurement processes are carried out in accordance with USAID standards, procedures, and specifications established for the program and with transparency from the community perspective.

Ensure the processes are documented in accordance with USAID standards and that recruitment selections are the most reasonable, fair, expeditious, and appropriate under the Procurement Field Guide.

Participate in all relevant team meetings.

Identify, contact, visit, and specify key suppliers for different goods and services that may be required by the program, with the purpose of soliciting proposals to award BOAs / BPAs.

Review and approve the disbursement request and all supporting documents, before the process leader submits it for signature of the DCOP.

Carry out procurements to support Specialists when required while maintaining a large workflow.

Provide support and permanent guidance to the PAs in the process so that the purchases are made according to the procedures of the moment and in a timely manner, helping to solve any problems that may arise.

Review and update the Procurement Manual to suggest clarification to the purchasing process, for approval of Headquarters.

Identify and incorporate ways to improve the efficiency and effectiveness of the procurement processes of the program.

Standardize processes and formats, in accordance with the Procurement Manual.


Qualifications:


Bachelor’s degree in a relevant field required.

Minimum five years of experience in a similar position is required, preferably on stabilization and rapid response programs in the West Bank.

Specialized training in procurement and/or logistics management and knowledge of USAID procurement policies and procedures is required.

Experience training and/or delivering technical assistance in procurement to local NGOs/CSOs and other beneficiaries preferred.

Experience supervising a team, including team coaching and day to day oversight required.

Advanced computer skills, specifically in Microsoft Word, Excel, and Outlook required.

Strong organizational, time management, adaptability, communication, proactive problem-solving, service-oriented and interpersonal skills required.

Strong financial and reporting skills required.

Ability to travel to project implementation locations preferred.

Fluency in Arabic and proficiency in English required.
