Call for Consultant(s): DEVELOPMENT OF A SAFEGUARDING AND WOMEN AT WORK PROTECTION POLICY FOR THE VOCATIONAL TRAINING CORPORATION (VTC) Consultant

Terms of Reference

RFP\\JOR\\2026\\741

BACKGROUND:

Burden of Childcare Reduced and Addressed for Women in Jordan (BUCRA - meaning Tomorrow in Arabic) is a 5-year initiative (2024-2029) funded by Global Affairs Canada and designed to enhance the economic empowerment of women in Jordan. BUCRA takes a system approach that engages and supports local stakeholders from government, training bodies, the private sector and communities to drive gender-transformative change that addresses the most pressing childcare issues preventing women from participating and remaining in the workforce in Jordan. BUCRA targets over 8,600 women in 7 regions. The approach of equipping key stakeholders to address systemic barriers will enable the impacts to be experienced by women throughout Jordan over the long term.

BUCRA is implemented in partnership with several local implementing partners including relevant government agencies, the Vocational Training Corporation (VTC) and the National Council of Family Affairs (NCFA) and civil society organization (Rayat Alyawm) under the umbrella of the Ministry of Social Development (MoSD). WUSC and partners will deliver under five key outcome areas: i) enhance the capacity of training providers to provide quality, market-relevant, and inclusive Early Childhood Care and Development (ECCD) training; ii) increase access by women to ECCD-related services to secure employment or start/expand their home-based nurseries; iii) improve capacity of key stakeholders to develop and implement gender-responsive policy and regulation fostering the availability of quality ECCD services; iv) improve attitudes among women and their communities about women's work and ECCD; and v) enhance the capacity of ECCD employers to provide quality, gender-responsive and inclusive ECCD services.

Context:

VTC is one of BUCRA’s key partners in the project’s efforts to strengthen the capacity of training providers to deliver quality, market-relevant, gender-transformative, and inclusive Early Childhood Care and Development (ECCD) training. As a training institution, VTC plays an important role in promoting safe, inclusive, and gender-responsive learning and working environments through its existing gender unit.

Within the framework of BUCRA’s Year 3 Annual Work Plan, there is a need to provide technical support to the Vocational Training Corporation (VTC) on safeguarding and gender-based violence (GBV), with the aim of fostering a safe and inclusive training and working environment for all employees, free from violence, harassment, and discrimination, and ensuring the protection of their rights and dignity and equal opportunities. This support will include a systematic review of VTC’s existing institutional documents and practices related to safeguarding, GBV, workplace protection, complaints mechanisms, human resources (HR), codes of conduct, reporting, and referral mechanisms. The review will assess both formal policies and procedures and the extent to which existing institutional mechanisms are implemented and function effectively in practice. It will also build on the findings of the previous institutional audit to identify gaps, avoid duplication, and inform the development or updating of relevant institutional documents, alongside targeted capacity-building activities to strengthen VTC’s institutional capacity to prevent and respond to safeguarding concerns and GBV.

Purpose:

The purpose of this consultancy is to provide technical assistance to the Vocational Training Corporation (VTC) to review its existing safeguarding, Gender-Based Violence (GBV), and related institutional documents and develop a comprehensive Safeguarding and Women at Work Protection Policy, supported by practical recommendations and capacity-strengthening measures.

The consultancy aims to strengthen VTC’s institutional capacity and systems to prevent, identify, report, and respond to safeguarding concerns, GBV, harassment, discrimination, and other protection-related risks affecting all staff and learners in both the workplace and learning environments.

The assignment will follow a participatory and consultative approach, engaging relevant VTC stakeholders to ensure that the policy is context-specific, aligned with VTC’s institutional mandate and existing mechanisms, and clearly defines roles, responsibilities, reporting procedures, and response measures

Scope of Work:

The review may also consider existing policies and procedures from other Jordanian institutions and governmental bodies, where lessons learned could be relevant to the VTC.

This gap analysis should specifically use an intersectional lens to understand how diverse groups of employees (women, men, persons with disabilities, and other minorities) are able to benefit or are excluded from existing policies and practices.
  • Facilitate a validation session to ensure that the findings of the gap analysis correspond to the VTC’s understanding. This step will ensure that the analysis does not have any gaps, and that there is buy-in for overarching policy direction before a draft is presented to VTC management.
  • Develop a draft Safeguarding and Women at Work Protection Policy tailored to VTC’s institutional and vocational training context, covering prevention, reporting and complaints mechanisms, referral and response procedures, confidentiality, roles and responsibilities, and protection from GBV and other safeguarding concerns.
  • Facilitate a second validation session with relevant VTC staff to review the draft policy, validate the findings and proposed mechanisms, identify any remaining gaps or implementation considerations, and agree on revisions required before finalization.
  • Finalize the Safeguarding and Women at Work Protection Policy, incorporating VTC’ s feedback and providing practical recommendations for implementation, institutionalization, and follow-up within VTC.
  • Design and deliver practical safeguarding and GBV training of trainers for relevant VTC staff and other identified focal points. The training should introduce the finalized policy and strengthen participants’ understanding of safeguarding principles, prevention, identification and reporting of concerns, complaints and reporting mechanisms, referral and response procedures, confidentiality, protection from retaliation, roles and responsibilities, and practical application of the policy within VTC. This training should give staff and focal points the tools, materials and knowledge needed to support dissemination of the policy throughout the organization, as well as to conduct regular refresher trainings, after the conclusion of this consultancy
