Role Summary
Siren Associates is seeking a Senior RMEL (Research, Monitoring, Evaluation & Learning) Officer to coordinate the design and implementation of ANCHOR’s RMEL system, ensuring rigorous data collection, analysis, and reporting across all components. Based in Amman and reporting to the Project Manager while working closely with Siren’s HQ RMEL Lead, the Senior RMEL Officer will lead perception surveys (baseline, midline and endline), and drive learning processes to inform adaptive management and donor reporting. This role combines technical expertise in quantitative and qualitative methods with strong field engagement and coordination skills.

This position is subject to funding availability. Recruitment, onboarding, and contract issuance will proceed once final donor approvals and funding confirmations are secured.
Key Responsibilities
RMEL System Desing & Implementation
- Develop a comprehensive RMEL plan to translate the project’s logical framework into actionable tools, processes, and timelines.
- Define data collection methods and frequency of monitoring activities to ensure alignment with donor requirements.
- Set up digital data collection and management systems (e.g., Kobo or similar platforms) to ensure accurate and efficient data gathering and analysis.
- Establish protocols for data quality assurance, verification, and secure storage.
- Work with the project team to embed RMEL requirements into activity planning and implementation.
- Oversee routine monitoring across project components, ensuring timely and reliable collection of quantitative and qualitative data.
- Design and manage perception surveys (baseline, midline, and endline), including sampling strategies, tool development, and analysis.
- Recruit, train, and supervise external enumerators to conduct surveys and other data collection exercises, ensuring adherence to ethical and methodological standards.
- Coordinate with project officers to support continuous data collection and provide technical guidance on RMEL tools and practices.
- Support the commissioning and implementation of the external final project evaluation, ensuring access to relevant data and documentation.
- Analyse and interpret monitoring and survey data to produce high-quality outputs, including perception survey reports, quarterly RMEL updates, and donor reports.
- Lead internal reviews to assess progress, identify trends, and extract lessons learned for adaptive management.
- Provide evidence-based recommendations to the Project Manager and HQ RMEL Lead to guide strategic decision-making.
- Support the preparation of clear, data-driven presentations and briefs for internal and external stakeholders.
- Minimum 5 years of professional experience in RMEL, including design and implementation of monitoring frameworks and field data collection.
- Bachelor’s degree in a relevant field (e.g., statistics, social sciences, economics, development studies, or related discipline).
- Proven experience with both quantitative and qualitative research methods, survey design, and data analysis.
- Knowledge of RMEL tools and platforms (e.g., Kobo Toolbox).
- Strong analytical, writing, and presentation skills.
- Fluency in English (spoken and written).
- Excellent coordination and organizational skills, with the ability to manage external enumerators and multiple data streams.
- Based in Amman with regular travel to project sites across Jordan.
- Master’s degree in a relevant field (e.g., statistics, social sciences, economics, development studies, or related discipline).
- Fluency in Arabic.
- Familiarity with security sector reform, health interventions and/or development partnerships with police and government agencies.
- Familiarity with civil society grant mechanisms.
- Familiarity with agile project management approaches and/or technology-enabled interventions.
