SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

THE MISSION

Solidarités International operates across the Gaza Strip and the West Bank, with operational teams in Deir el-Balah and Ramallah and mission coordination in Jerusalem (although some national coordination staff work out of Ramallah). The position works at coordination level and covers both Gaza and West Bank operations, ensuring consistent administrative, HR and financial support across the mission. SI delivers emergency and early-recovery WASH assistance, shelter and essential-item distributions, and is scaling up nutrition-sensitive FSL activities, including a EUR 1.3 million FIFSAN project with a Palestinian partner. The portfolio relies on close cooperation with local organizations and must continually adapt to volatile access, damaged infrastructure, fragile markets and supply constraints. The Palestinian context is a particularly volatile one, especially in recent months in the West Bank, and in Gaza there are for the moments no signs of a resolution to the political and humanitarian crisis engulfing the exclave and its 2 million residents.

THE JOB

General objective:

The MEAL Manager ensures that the MEAL strategy is implemented by base teams throughout the project cycle. They guarantee the quality and relevance of MEAL activities, recommendations and analyses, and provide methodological support on MEAL plan design, qualitative and quantitative data collection and analysis, indicator measurement, accountability to affected populations, evaluation, learning and capitalisation.

The main challenges:

1\) Establishing and harmonising robust MEAL and information-management systems across a rapidly evolving, multi-sector portfolio.

2\) Building the capacity and professional development of national staff through a structured plan and measurable outcomes.

3\) Improving accountability to and understanding of the Gazan community that SI serves, and working with Program to improve programming relevance.

4\) Embedding learning through maintained trackers, lessons-learnt exercises and systematic follow-up of recommendations.

Priorities for the 2/3 first months:

'1) Assess and harmonise existing MEAL and information-management systems.

2\) Agree a capacity-building plan for the national MEAL team, with baseline needs, milestones and expected outcomes.

3\) Create or consolidate learning and recommendation trackers, assign owners and establish a review rhythm.

4\) Facilitate an initial lessons-learnt exercise and agree priority actions with Program teams.

Security constraints:

Security constraints are extremely high in Gaza, with air, land and naval strikes, risks related to medium and light infantry weapons, and severe social tensions linked to war, deprivation and economic collapse. The position requires strong security awareness, strict adherence to protocols, and the ability to lead under pressure.

YOUR PROFILE

DIPLOMAS AND EXPERIENCE

Diploma : Bachelor's or Master's degree in monitoring and evaluation, statistics, data management, international development, humanitarian studies or a related field.

Experience in the humanitarian sector : 5 years and more

Experience on a similar position : 3/4 years

SKILLS

TECHNICAL SKILLS

1\. Strong command of MEAL strategy, project-cycle management and MEAL plan design

2\. Expertise in qualitative and quantitative data collection, indicator measurement, data quality, responsible data management and information-management systems

3\. Ability to design and manage accountability, complaints and feedback mechanisms that protect complainant data

4\. Experience creating and maintaining learning and recommendation trackers, facilitating lessons-learnt exercises and following up agreed actions

5\. Demonstrated capacity-building skills: assess needs, develop plans, coach staff and measure improvements in autonomy and work quality

TRANSVERSAL SKILLS

1. Experience working in Arab culture, and knowledge of how to approch and communicate with national staff 2. Excellent organization and prioritization skills, with the ability to meet multiple deadlines. 3. Ability to model good behavior and team work across a diverse team in a politically, socially, and religious complex context 4. Clear communication and ability to manage frustration in stressful situations 5. Ability to learn, with a strong growth mindset 6. High standards of rigor, integrity, accountability, discretion and confidentiality. 7. Adaptability, initiative and strong cross-department collaboration with Program, Access/Liaison and Coordination teams. Experience from other NGOs is welcomed; prior SI experience is not required.

1. English 2. Arabic is not mandatory but highly desirable and may compensate for some experience

SI WILLE OFFER YOU

A salaried position: According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The position is based in Deir-el-Balah, where Solidarités International maintains its office and guesthouse, as do most INGOs. Since the ceasefire brokered on 10 October, living conditions have improved, and markets are gradually becoming more functional. At the time the position opened, most basic food items, including fruits and vegetables, were available in Gaza markets, although at high prices. Electricity at the SI office and guesthouse is entirely solar-powered, which, particularly in winter, may occasionally lead to temporary shortages. Internet is available at the GH and office with limited shortages. SI has one validated supermarket where expatriates can by most goods for everyday life.
