Travel: Frequent travel between project sites within Jordan.

The Near East Foundation (NEF) anticipates implementing the Jordan MSME Evergreen Fund, a multi-year enterprise development and innovative financing programme designed to expand access to appropriate finance and tailored business support for underserved micro, small, and medium enterprises (MSMEs) in Jordan. The programme will combine revolving enterprise financing with tailored business development services, investment-readiness support, mentoring, post-financing technical assistance, digital solutions, and market linkages through NEF's locally embedded Siraj network. It will support enterprises at different stages of development—from microenterprises to growth-oriented Missing Middle and Development & Innovation enterprises—while working with financial institutions, government entities, private sector partners, and other MSME ecosystem actors to strengthen financial products and services for underserved businesses. By recycling repayments into successive financing cycles, the Fund aims to expand its reach over time while supporting sustainable enterprise growth, job creation, financial inclusion, and a stronger MSME ecosystem in Jordan.
Position Description:
The Project Manager will lead the day-to-day management and coordination of the Jordan MSME Evergreen Fund, ensuring timely and quality implementation of programme activities, effective coordination across technical and operational teams, and strong engagement with programme partners. Working under the supervision of the Country Director, the Project Manager will ensure that enterprise development, financing, post-financing support, and market systems activities are implemented as an integrated programme and in accordance with approved work plans, budgets, donor requirements, and NEF standards.
Key Roles and Responsibilities
- Lead day-to-day programme implementation and coordinate delivery across enterprise development, financing, post-financing support, market systems strengthening, and learning activities.
- Develop, maintain, and regularly update programme work plans, implementation schedules, activity trackers, and key programme milestones.
- Coordinate closely with Enterprise Support Specialists, Credit Administration Specialist, Field Associates, MEAL, Finance, Operations, and Siraj teams to ensure effective sequencing and integration of activities.
- Coordinate implementation through the Siraj network and programme partners, monitor partner performance, and follow up on agreed deliverables and implementation challenges.
- Support engagement with financial institutions, government institutions, private sector actors, local partners, and other MSME ecosystem stakeholders in coordination with the Programme and Operations Director and relevant technical specialists.
- Coordinate the rolling enterprise pipeline from outreach and assessment through enterprise development, financing, and post-financing support, ensuring that implementation remains aligned with quarterly financing windows and available revolving capital.
- Oversee preparation and consolidation of donor narrative reports, programme updates, implementation data, and other required deliverables.
- Monitor programme performance against approved targets and work closely with the MEAL team to identify implementation gaps, emerging risks, and corrective actions.
- Support programme governance and coordination mechanisms, including preparation and follow-up of programme review meetings and the MSME Ecosystem Advisory and Learning Committee.
- Identify implementation bottlenecks and emerging programme risks and coordinate timely operational and technical responses.
- Ensure programme implementation complies with NEF policies and applicable donor requirements, including safeguarding, environmental and social risk management, partnership management, and financial procedures.
- Support adaptive programme management by ensuring that implementation learning, enterprise performance data, market feedback, and partner input are translated into practical adjustments to programme delivery.
- Bachelor’s degree in business administration, Economics, Development Studies, Finance, Project Management, or another relevant field; a Master's degree is an advantage.
- Minimum 7 years of relevant professional experience, including at least 3 years in a programme or project management role.
- Demonstrated experience managing enterprise development, MSME finance, livelihoods, economic inclusion, or private sector development programmes.
- Practical experience coordinating programmes that combine financial and non-financial enterprise support, including business development services, mentoring, financing, and post-financing assistance.
- Experience managing multidisciplinary teams and coordinating implementation across field locations and local delivery partners.
- Demonstrated experience working with financial institutions, government institutions, private sector actors, NGOs, and/or enterprise support organisations.
- Strong experience in work planning, budget monitoring, programme performance management, risk management, and donor reporting.
- Understanding of MSME development and financial inclusion in Jordan, including barriers faced by underserved micro and small enterprises.
- Experience with market systems development, ecosystem coordination, or financial sector partnerships is a strong advantage.
- Ability to analyse programme, enterprise, and portfolio information and translate findings into practical implementation decisions.
- Strong leadership, team management, coordination, problem-solving, and stakeholder engagement skills.
- Excellent written and spoken Arabic and English.
- Ability and willingness to travel regularly to programme locations across Jordan.
