The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The GRC is looking for an experienced Project Delegate (m/f/d) for the Palestinian Territories to manage its joint programmes on Health, Rehabilitation and Community Works with the Palestine Red Crescent Society (PRCS). GRC has been working in partnership with PRCS since 1996 and has maintained a permanent presence in the Palestinian Territories since 2007, supporting humanitarian response, recovery and resilience programmes across the West Bank and Gaza. Currently, GRC-PRCS joint programmatic focus includes health (including primary and secondary health, community based health, and sexual and reproductive health), rehabilitation of people with disabilities, disaster management, disaster risk reduction (DRR), community resilience, volunteer management and emergency relief, funded by the German Federal Foreign Office (GFFO), the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Civil Protection and Humanitarian Aid Operations (ECHO), as well as private foundations and public donations. The Project Delegate will be responsible for managing GRC's portfolio with a particular focus on the Community Works and Rehabilitation Departments, while contributing to programme development, partnership management and the quality of GRC-supported activities implemented by PRCS.
GRC is represented by a Country Office based at the PRCS Headquarters in Ramallah and currently consists of an international and national team working closely with PRCS counterparts across the West Bank and Gaza.
The Project Delegate reports to and works under the supervision of the Head of Office and, as part of a multidisciplinary team, contributes to the implementation and further development of GRC's humanitarian and development programmes in the Palestinian Territories. This is an unaccompanied position.

Main duties & responsibilities:
- Manage GRC's cooperation portfolio with the Palestine Red Crescent Society (PRCS), with a focus on the Community Works and Rehabilitation Departments, ensuring effective planning, implementation, monitoring and financial oversight of projects.
- Support the development of GRC's Health portfolio in Palestine, based on humanitarian needs, PRCS priorities and donor opportunities.
- Ensure quality implementation of projects and compliance with GRC policies and donor requirements, including budgeting, procurement, financial management, monitoring and narrative reporting.
- Provide technical guidance, mentoring and capacity strengthening to PRCS counterparts.
- Conduct needs assessments, identify funding opportunities and contribute to the development of project proposals and donor submissions.
- Strengthen GRC's partnership with PRCS and foster collaboration with other Movement partners and relevant humanitarian and development stakeholders.
- Maintain constructive relationships with institutional donors and represent GRC in relevant coordination and technical meetings.
- Monitor humanitarian and political developments relevant to the health and rehabilitation sectors and provide strategic analysis and recommendations to the Head of Office.
- Undertake regular field visits in the West Bank to monitor project implementation, identify challenges and support continuous programme improvement.
- Contribute to internal and external communication, visibility and knowledge management related to GRC-supported programmes.
- University degree in Public Health, Rehabilitation, Health Sciences, International Development, Humanitarian Assistance, Project Management or another relevant field.
- At least five years of relevant experience managing humanitarian or development projects, preferably in health, rehabilitation, community-based programming or related sectors.
- Demonstrated experience managing the full project cycle, including planning, budgeting, implementation, monitoring, evaluation and reporting.
- Proven experience managing institutional donor-funded programmes, including compliance, budgeting and reporting; experience with German institutional donors (GFFO, BMZ) is a strong asset.
- Experience working in partnership with local partner organisations, including institutional capacity strengthening and accompaniment.
- Technical knowledge or experience in health, rehabilitation, disability inclusion and/or information management (IM) is considered a strong asset.
- Proven ability to conduct needs assessments, identify funding opportunities and contribute to the development of project proposals.
- Excellent coordination, partnership-building and stakeholder engagement skills, including experience engaging with donors, humanitarian actors and government counterparts.
- Strong analytical, organizational and communication skills, with the ability to work independently in a complex and rapidly changing environment.
- Previous experience in fragile or conflict-affected settings; experience in the MENA region and/or within the Red Cross Red Crescent Movement is an asset.
- Excellent written and spoken English; knowledge of Arabic is an advantage.
- Commitment to the Fundamental Principles of the Red Cross and Red Crescent Movement.
- Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions.
- Valid International Driving Permit.
