THE ORGANIZATION:

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Mashriq Program is a decentralised geographic division working in the Midle East and covering Jordan, Lebanon, Egypt, Iraq, and during 2026 Syria will join the program.

In this region, we cover the full manadte of HI – emergency, Armed reduction violence and development with strong focus on continuum and resilience. There are 5 main sectors of intervention: rehabilitation, education, early child development, BaNEREI (basic needs, economic recovery and economic inclusion) and armed violence reduction. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention.

OBJECTIVE OF THE POSITION:

Under the line management of the Technical Head of Program (THoP), the Regional Rehabilitation Specialist contributes to the implementation of HI’s mandate and operational strategy within the Mashriq programme, in line with HI global policies.

The position provides strategic and operational technical support in Rehabilitation across the Mashriq countries, ensuring quality, relevance, and impact of rehabilitation interventions. The role requires flexibility and frequent travel across the region according to operational needs.

Reports to: Technical Head of Program – Programme Mashriq

Interacts with:

• Mashriq Program teams

• Country teams (Jordan, Lebanon, Palestine, Egypt, Syria)

• HQ Technical Specialists and Global Rehabilitation team

• External partners, networks, and institutions when required

Mission 1: Expertise

1.1 Contributes to the regional strategies and countries mission strategies when relevant in line with the global strategies

  • Provides sectorial technical inputs to the STRATOPs for the program, with regard to rehabilitation, in line with the global STRATECH and ensure relevant follow up,
  • Participate to any relevant strategical exercises organized at mission level,
  • Participate in continuous needs assessments for development of new projects and / or adaptation of existing projects.
  • 1.2 Ensure technical support to projects in line with the global technical frameworks and standards on Rehabilitation

  • Provide adequate technical guidance and support to Project Managers (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
  • Provide ongoing technical support and training for the technical and projects field staff, through direct provision of both formal and on the job training;
  • Take part in Rehabilitation needs assessments for the development of new projects or adaptation of existing ones.
  • Support the PM to set individual objectives for the TOs, evaluate individual performance when required, contribute to development & career evolution, monitor competences;
  • Create capacity building plan for TO, and or officer and or partners and follow up on its implementation.
  • 1.3 Support the design and contextualization of technical tools, training, materials and other relevant documents, and disseminate them among the mission/humanitarian regional community (as needed) upon prior validation by the relevant HQ Technical Specialists

  • Ensure the implementation of the comprehensive approach and coordination with the other staff.
  • Ensure good communication and coordination with team members and other internal stakeholders through regular meetings;
  • Ensure adequate support to multi-sector responses within projects, in line with the other Specialists
  • Ensure a local sectorial watch and best practice capture
  • Participate to the design of positions, recruitment and induction of Rehabilitation team members in collaboration with the Operations Manager and Human Resources Manager.
  • 1.4 Ensure technical learning from projects

  • Initiate and/or implement to projects’ technical learning within her sectorial scope
  • Contribute to projects’ capitalization and ensure technical learning from Rehabilitation activities
  • Contribute to the evaluation of projects with a Rehabilitation component, identify lessons learnt, and best practices;
  • 1.5 Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmers under Rehabilitation activities

  • Ensure regular technical quality control of projects and programs and issue warnings and recommendations
  • Perform frequent field visits for technical supervision, on-the-job training, and quality assurance;
  • Support quantitative and qualitative data collection from Rehabilitation teams, in particular focused on ensuring that data is disaggregated by gender, age and disability;
  • When required contribute to writing internal and external reports;
  • Provide relevant data related to Rehabilitation activities (statistics, monthly objectives, etc.);
  • Monitor the implementation of audit recommendations, if applicable, in Rehabilitation scope
  • 1.6 Ensure compliance of the technical proposition with nexus stakes

    1.7 Contributes to the development of research and innovation projects at country and region level, when relevant, in the MHPSS expertise.

  • Suggest and steer technical innovation projects
  • Identify the priorities of Research and Studies
  • 1.8 Contribute to the Technical Divisions professional channel animation

  • Contribute to the global animation of the professional channels under Rehabilitation sector, coming from the Technical Divisions (community of practice…)
  • Animate a local talent pool in Rehabilitation Scope (carry out technical interviews of candidates and produce recommendations, identify the needs regarding trainings)
  • Mission 2: Influence

    Contribute to the local external prestige and influence of HI’s expertise in the field of expertise and foster technical partnerships between HI and other actors.

  • Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation at regional level)
  • Contribute to advocacy on specific themes in line with the global advocacy priorities
  • Contribute to communication messages locally in line with the global communication priorities.
  • Mission 3: Business Development

    Ensure the development of major opportunities or new projects in the region in Rehabilitation sector. Be up-to date on the last international practices and directions and opportunities under his sectorial scope. Use this knowledge to guide the mission towards new and more relevant and efficient technical programming. Ensure relevance of technical practices at project design stage and on strategy development.

  • Contributes to the context analysis in the field of Rehabilitation
  • Lead or contributes to the design and writing of new projects for the mission
  • Identify & transform major opportunities in the mission under his scope
  • Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region
  • Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in Rehabilitation.
  • Mission 4: Emergency preparedness and response

    Contribute to the support or implementation of emergency preparedness actions in the region and, during an

    emergency, adapts his/her working modality to contribute to an effective HI humanitarian response

    THE SUCCESSFUL CANDIDATE WILL HAVE:

  • An advanced degree in Physiotherapy, Occupational Therapy, Physical Medicine and Rehabilitation, or another relevant rehabilitation discipline.
  • A minimum of 5 years of experience in international development, emergency, and post-crisis contexts in technical positions.
  • Proven experience in technically supporting physical and functional rehabilitation projects and programmes.
  • Experience working in complex environments and in collaboration with national rehabilitation actors at service, central, and international levels.
  • Solid experience in project management.
  • Strong strategic and analytical skills, with the ability to develop clear frameworks and guidelines.
  • Advanced writing and proposal development skills in English.
  • Demonstrated capacity to design and deliver technical tools and trainings adapted to different audiences.
  • Strong experience in capacity building and adult learning methodologies.
  • Ability to work effectively in multicultural and multidisciplinary environments.
  • A proactive attitude, team spirit, and strong interpersonal skills.
  • Resilience to stress and uncertainty, with a high level of empathy and professionalism.
  • Preferable:

  • A Master’s degree in Public Health.
  • Previous international experience in the Middle East.

Initial contract will be for a period of 12 months – with possibility of renewal based on performaance and financial coverage.
