Department Purpose:
Oxfam works in 10 countries in the SWANA region, part of Oxfam’s global network of affiliates, advocacy offices and programs and part of the Oxfam International management line. The SWANA Programmes Team, sitting within the Regional Platform, leads on Oxfam’s programmes in the region, providing expertise and support to country programmes, connecting them with the region and the rest of the confederation, promoting learning, and ensuring regional impact through our multi-country and regional initiatives. The Team works together with regional colleagues, country offices, partners across the region and global stakeholders to deliver on Oxfam’s mandate.
The Regional Platform (RP) of Oxfam in the South West Asia and North Africa (SWANA) has a mandate to:
- Provide strategic leadership, management & accountability of and to Oxfam country programmes in SWANA.
- Deliver regional impact, developing partner relationships, brand, and impact in the region through relevant influencing and advocacy work, public engagement, and programming.
- Connect, coordinate, convene – Connect practitioners to sources of expertise, convene people to share knowledge and learnings, and coordinate capacity building initiatives.
- Enable operational agility and efficiency – Provide support to Oxfam country offices.
- Work with country and regional teams, affiliates and other Oxfam stakeholders to develop concept notes and proposals for funding from donors including institutional donors, foundations, corporations, and UN agencies.
- Engage with donors for positioning Oxfam as a partner of choice on CJ issues in the region, in coordination with funding colleagues at country and regional level.
- Ensure Climate Justice is mainstreamed in major country and multi-country initiatives led by Oxfam in SWANA.
- Ensure the work around climate justice in the region contributes to and supports civil society across the region, in particular grass roots organizations that are aligned with our objectives
- Act as key focal point with civil society in the region on Climate Justice;
- In coordination and collaboration with SWANA RP colleagues, to co-lead on activities included in regional EU-funded programme Ecologies of Culture that are directly related to CJ.
- In close collaboration with Oxfam in SWANA influencing team, provide strategic support to country level influencing work that is focused on climate policies, or leveraging these at regional or global levels, linking to Oxfam campaigns.
- Support a targeted regional policy and advocacy agenda in close coordination with the Oxfam in SWANA influencing teams, that aims to both grow Oxfam’s voice on climate issues in the region while advancing critical priorities.
- Ensure engagement with key stakeholders internally and externally working on Climate justice, identifying key messaging, and positioning for Oxam’s work in SWANA.
- Act as SWANA focal point on climate policy processes such as COPs and inform and help in shaping Oxfam’s global COP strategies;
- Represent Oxfam in SWANA in climate justice spaces across the confederation and externally as relevant.
- Advise and support CO's efforts to develop specific Climate Justice strategies, approaches, or components in their programmes, in line with the Oxfam priorities.
- Stay well-informed of global and regional conversations around this issue and linkages with other workstreams Oxfam is engaged in (inequalities, just economies, accountable governance, gender justice) and provide informed advice on these.
- Foster learning across country and regional Oxfam teams, as well as partners and allies through the development of a targeted learning agenda, research and evidence building initiatives.
- Support the integration of climate justice and resilience approaches into humanitarian preparedness, response and recovery programming across the region
- Nurture partnerships with universities, research institutions, and other organizations to produce case studies, assessments, and other learning documentation, as well as enhance program quality.
- Commit to the Safeguarding Policy and principles.
- Ensure Safeguarding Risks are identified and tracked throughout the development, implementation and monitoring of the CJ projects or initiatives
- Report Safeguarding concerns or submissions through SG reporting procedures.
- Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
- Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
In SWANA, Oxfam works in development, humanitarian, and campaigning, with a large part of the current transformation focused on becoming a major influencing & advocacy, knowledge-for-impact global reach organization.
Job Purpose:
Globally, Climate Justice is one of the four priorities for Oxfam as reflected in the Global Strategic framework and in other planning and strategic documents. In the SWANA region, Oxfam regional office started to engage in Climate Justice work in the recent years with a focused approach and linking to our added value as an organization.
Oxfam in SWANA acknowledges the potential that our work on Climate Justice has to challenge systems and align our work with the global mandate of the organization. Accordingly, a process of identification of priority areas was conducted and a series of initiatives were initiated both at country and regional level, which focuses on the following main areas: enhancing adaptive capacity and resilience of communities; work at policy level to prioritize climate justice; promote gender equality in climate work; increase awareness and understanding of climate issues; and promote civil society engagement in this area.
Job Responsibilities
Oxfam is seeking to hire a Regional Climate Justice Advisor, dedicated to advancing Oxfam’s global Climate Justice strategy, in the SWANA region. S/he will focus on advancing climate justice priorities. In this role, the person will serve as a focal point for both programme and influencing colleagues across SWANA countries, the region and within the wider confederation on a broad range of topics, such as climate adaptation work, mitigation, climate finance, climate policy, green energy, climate smart agriculture, among others and to contribute to key regional policy discussions around climate policy transitions.
