OVERVIEW

1 BACKGROUND, OBJECTIVES AND JUSTIFICATION

Since its creation in 1945, the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) mission has been to contribute to the building of peace, poverty eradication, lasting development and intercultural dialogue. As the global lead for SDG 4, UNESCO’s priority is to ensure that all children and youth in Jordan, regardless of their status, nationality, background, abilities, or gender, have access to inclusive and equitable quality education and lifelong learning opportunities.

Through different initiatives, programmes and projects, UNESCO focuses on supporting national institutions, and stakeholders, primarily the Ministry of Education (MoE) of Jordan to transform and strengthen their education systems to be more resilient and responsive to crisis, evidence-based, gender responsive, and of good quality.

Within this support, UNESCO is implementing a Technical Assistance (TA) programme “Transforming Technical Vocational Education and Training in Jordan” funded by Canada and designed to contribute to the TVET system in Jordan, to respond to labour market demands and address youth unemployment and gender disparities. The programme will therefore support the MoE’s TVET reforms in line with their Education Strategic Plan (2018-2025), including the Strategy for Mainstreaming Gender Equality in Education and the Economic Modernisation Vision.

The TA programme will support MoE’s TVET reforms through three key areas; namely Strengthening key institutional and policy elements of the national skills ecosystem for a better enabling institutional and policy environment; Enhancing skills development in priority sectors for young women and men through innovation in TVET; and Improving the perception of TVET while advancing gender inclusivity and equity for all students to become a more attractive pathway for young girls and boys.

The TA programme complements the Canadian Government’s sovereign loan to the Government of Jordan supporting TVET reform. The loan, titled “Increasing Education Access and Quality to vocational education through strengthening ED Tech and maintenance”, funds three broad activities within a five-years period: Refurbishment of vocational workshops; School maintenance activities and procurement of computers; and digital equipment. The Ministry of Education is responsible for implementing, monitoring and reporting on the loan. Within this overall context and as part of the TA programme team, UNESCO is seeking to recruit a TVET Implementation and Operational Coordination Consultant to provide comprehensive operational, coordination, and implementation support to UNESCO’s Education Unit, with a particular focus on ensuring the effective and timely delivery of the Transforming Technical and Vocational Education and Training in Jordan project.

2. PURPOSE OF THE ASSIGNMENT

In view of the above context, UNESCO is seeking to engage a National Coordination Consultant to support with the coordination, implementation, and capacity development of UNESCO’s technical assistance to the MoE under the Transforming TVET project.

ASSIGNMENTS

3. DUTIES/TASKS AND EXPECTED OUTPUT:

The Consultant will provide operational, coordination, and implementation support to the UNESCO Education Unit, with a particular focus on the Transforming TVET in Jordan project. The Consultant will support the timely and effective coordination for the implementation of project activities, strengthen follow-up with relevant stakeholders, and contribute to ensuring that activities are implemented in line with UNESCO procedures, agreed workplans, and project objectives.

  • Reviewing project workplans, activity timelines, and implementation arrangements, and providing practical advice to support timely delivery.
  • Developing and maintaining light implementation follow-up tools, including activity trackers, action matrices, and timeline monitoring tools, to support project oversight and decision making.
  • Monitoring progress against agreed workplans and flagging implementation delays, risks, dependencies, and operational bottlenecks, with proposed corrective actions.
  • Supporting structured coordination and follow-up with the Ministry of Education, relevant directorates, vocational schools, colleges, consultants, service providers, and other TVET stakeholders.
  • Contributing to coordination meetings by preparing key discussion points, action points, follow up matrices, and concise meeting summaries, as required. Identifying coordination gaps and proposing practical solutions to improve information flow, stakeholder engagement, and timely implementation.
  • Providing operational advice for the planning and delivery of workshops, consultations, field visits, missions, and other project activities, in line with UNESCO procedures.
  • Supporting follow up on consultants and service providers deliverables, timelines, and required inputs, and flagging issues requiring management attention.
  • Preparing concise operational notes, progress updates, follow up documents, and recommendations to support project implementation and decision making.
  • Supporting the consolidation of key implementation evidence and documentation required for reporting, learning, and follow up.
  • Maintaining professional, respectful, and solution-oriented communication with MoE counterparts, colleges, schools, and other institutional partners, while respecting established communication channels, roles, and reporting lines.
  • Providing ad hoc operational advice on emerging implementation issues, coordination challenges, or stakeholder follow up needs, within the scope of the consultancy
  • CONTRACT DURATION

    10 Months - Availability from May 2026 - March 2027 at the duty station is required

    4. TIMETABLE AND DELIVERABLES

    Monthly technical reports are to be submitted to UNESCO Jordan Office, including progress of technical support, results, challenges, and lessons learnt. An updated monthly workplan should also be included (for the following month). The final technical report will also include a final summary of the assignment, as well as recommendations for next steps.

    The language of submitted reports/materials for the assignment is English.

    The technical consultant is required to successfully complete UNESCO’s security awareness training \[UNDSS online BSAFE course\]. The certificate must be attached to the draft Individual Consultant contract and shared with the UNESCO Jordan Office Human Resources Unit with a copy of the signed contract.

    REQUIRED QUALIFICATIONS

    EDUCATION

  • Bachelor s degree in education, social sciences, business administration, public administration, development studies, or a related field.
  • WORK EXPERIENCE

  • Minimum 5 years of progressively relevant professional experience in project coordination, implementation support, administration, or operational support.
  • Relevant experience in supporting the implementation of education, TVET, or donor funded development programmes.
  • Demonstrated experience in organizing and supporting meetings, workshops, consultations, missions, and field activities.
  • Demonstrated experience in preparing meeting minutes, follow up notes, correspondence, implementation trackers, and maintaining organized project documentation and filing systems.
  • Experience in coordinating with consultants, service providers, government counterparts, and multiple stakeholders
  • SKILLS AND COMPETENCIES

  • Strong drafting, documentation, and reporting skills in both Arabic and English.
  • Strong coordination and follow up skills.
  • Demonstrated proficiency in MS Office applications and other relevant digital tools.
  • Strong organizational, planning, and prioritization skills.
  • Ability to manage multiple tasks and deadlines in a timely and efficient manner.
  • Ability to work proactively, with close daily coordination and limited supervision.
  • Ability to work effectively under pressure and in a multicultural environment.
  • High sense of professionalism, discretion, and reliability.
  • Excellent communication and interpersonal skills, including the ability to interact professionally and appropriately with government counterparts, education institutions, consultants, service providers, and other stakeholders.
  • Strong teamwork skills and ability to work constructively with UNESCO team members and external partners.
  • Good institutional understanding, including respect for communication channels, reporting lines, roles, responsibilities, and appropriate communication protocols.
  • Ability to maintain respectful, clear, and solution-oriented communication, including in sensitive or time sensitive situations.

  • Native Arabic speaker – oral, written, comprehension
  • Fluent in English / oral, written, comprehension
  • DESIRABLE QUALIFICATIONS

  • Advanced university studies or additional training in project management, education, TVET, administration, or related fields would be an asset.
  • Previous experience in the field of education and/or TVET would be an asset.
  • Previous experience with UNESCO, the UN system, an international organization, or a non-governmental organization would be an asset.
  • Familiarity with administrative, financial, procurement, and contract follow up processes in development projects would be an asset.
  • Experience working with government counterparts, particularly the Ministry of Education or similar public sector institutions, would be an asset.
